SOF Connect announces the start of the Pre-Qualification (PreQ) stage in the tender procedure for “Design and construction of a new Terminal 3, pre-terminal area, transport hub and modernization of the existing Terminal 2 at Vasil Levski Airport – Sofia”.
The stage starts today, November 6, and the submission of documents will continue until December 19, 2025.
At this stage, SOF Connect will identify and allow companies with proven technical, financial and organizational capacity, as well as experience in the implementation of airport infrastructure projects of a similar scale, to submit offers.
Detailed information, including deadlines, document submission requirements, and evaluation criteria, is included in the official documentation for the Pre-Qualification stage, which will be provided after submission of a duly signed Non-Disclosure Agreement (NDA). Detailed instructions for the proper completion, signing, and submission of the NDA are published on the SOF Connect website https://devnew.sofia-airport.orbisds.com, under the Business section, Procurement subsection. Access to the official documentation will be granted through the SOF Connect Procurement Portal https://procurement.sof-connect.com/ after SOF Connect receives the signed NDA and the registration in the Portal has been completed.
After the completion of the Pre-Qualification stage, approved candidates will be invited to submit offers.
“This is the largest project for the development of public infrastructure, which is to be implemented in the country over the next five years. We are convinced that companies with proven expertise and successfully implemented large infrastructure projects will be interested in it, so that in 2031 Bulgaria can have a world-class airport,” said Jesus Caballero, CEO of SOF Connect at the launch of the tender procedure in late June.
Over 40 foreign and Bulgarian companies expressed interest in the construction of Terminal 3 by October 15, when was the deadline for submitting applications.
